How to Create a Legal Compliance Video with Doodly

Let’s be honest—legal compliance videos usually fall into one of two categories: boring or... even more boring.

You’ve seen them. The monotone narration, the endless slides, the glazed-over eyes by minute two.

But you don’t have to go that route.

Whiteboard animation flips the script. It keeps things visual, moves fast, and actually holds people’s attention.

That’s why it works so well for internal training and public policy explainers.

According to Wistia, viewers engage with shorter videos far more—videos under 2 minutes get the most engagement across the board.

And HubSpot reports that video is the most popular type of content people want to see from brands today.

So in this article, we’re doing just that.

We’ll walk through how we used Doodly to create a short compliance explainer for a fictional company called Acme Solutions.

It’s clean, clear, and just over 60 seconds long.

No fluff. No slow burns. Just practical tips and a solid result.

Let’s get into it.

Why Use Doodly for Legal Compliance Videos?

Legal compliance videos are usually long, boring, and easy to ignore. Doodly helps change that.

Here’s why you should use Doodly:

  • It simplifies complex topics. Instead of overwhelming your team with blocks of legal text or dry presentations, Doodly lets you turn complex information into short visual stories. Studies show that people retain 95% of a message when they watch it in a video, compared to just 10% when reading text.
  • No animation experience needed. Doodly is designed to be user-friendly for anyone, even if you’ve never worked with animation tools before. Its drag-and-drop interface makes it easy to build scenes, add props, and create a polished video in less time than it takes to learn most software. In fact, 68% of marketers say they prefer tools that are simple and intuitive to use, even over advanced features.
  • It’s built for serious content. You don’t need flashy effects or dramatic transitions for topics like data protection or harassment policies. What you need is focus. Doodly’s hand-drawn style directs attention to what matters without distractions. Visual simplicity improves comprehension, especially in training environments.
  • You control the pacing. Timing matters, especially for voiceovers. Doodly lets you adjust how long each element takes to draw or appear, so you can sync visuals precisely with your script. This flexibility makes your content more accessible and easier to follow, even for learners with different processing speeds.
  • You can update content easily. Policies change. With Doodly, you don’t need to re-record video or start from scratch. Just tweak the scene, adjust your audio if needed, and export a new version. Reusability helps companies reduce production time and cost over time.
  • It’s effective for remote communication. Whether your team is hybrid or fully remote, Doodly videos work across platforms. You can share them in your LMS, embed them in onboarding portals, or send them via email. Video has become the #1 communication tool in distributed workplaces.

If your goal is to help people actually understand what’s required—and remember it—Doodly gives you the tools to do it clearly and consistently.

Writing the Script for Clarity and Focus

Before working on your scenes, you have to work on your script first.

This step lays the foundation for everything that follows. Once your message is clear, it’s much easier to visualize what each scene should look like. You’ll start to see how many scenes you need, which characters fit the tone, and what kind of props can help tell the story.

For this walkthrough, we created a short compliance video for a fictional company called Acme Solutions. The goal was to deliver a structured, no-nonsense policy update that’s easy to follow and even easier to remember.

Here’s the script we used:

"Safeguarding our clients' personal information is a top priority. The consequences of data breaches have never been more severe, both in terms of financial cost and reputation. A single breach could cost us millions of dollars, expose sensitive client data, and permanently damage the trust our clients have placed in us.

Our updated policy ensures that all client information is securely encrypted, stored, and accessed only by authorized personnel. Compliance is mandatory. Remember, even a small mistake can lead to devastating consequences.

To protect both our clients and our company, it's crucial that we all follow these key steps:

  • Always use company-approved devices for handling sensitive information.
  • Avoid sharing passwords and login details with anyone, including colleagues.
  • Report any suspicious activity to the IT department immediately."

We kept it tight—just a little over 60 seconds of voiceover.

Why so short? Because that’s where people stay engaged. Research from Vidyard shows that viewer retention is highest when videos are under 90 seconds.

A short script also makes syncing your audio and visuals way easier. Doodly gives you full control over your animation timeline, so you can adjust each scene and prop to match your pace.

If you already have a long policy write-up, don’t just copy and paste it into your video. Break it down. Focus on the parts your team actually needs to hear—and let the visuals do the rest.

Setting Up the First Scene

Now that the script is ready, let’s bring it to life. Here’s how you can set up your first scene in Doodly step by step:

1.   Open a blank scene in Doodly. This will be your starting canvas.

2.   Use the first line of your script as the focus. In our case: “Safeguarding our clients’ personal information is our top priority.”

3.   Pick a clean, professional font that fits a corporate tone. You want it to reflect the seriousness of the topic.

4.   Add a character that fits your message. We used a man in a business outfit holding a padlock to symbolize responsibility and security.

5.   Insert a speech bubble and place the first line inside it. This gives the impression the character is delivering the message.

6.   Add three bullet points on the left to show consequences from the script:

  • Cost us $$$ millions
  • Expose sensitive data
  • Permanently damage trust

7.   Select and resize all bullet points together, then align them using Align → Align Left.

8.   Upload your voiceover by going to the Sounds tab and clicking the blue plus sign. Drop it into the timeline.

9.   Preview your timing using Show Preview. Adjust drawing speed for things like speech bubbles if they drag too long.

10.   Reorder the visual layers so the character appears first, followed by the bubble, then text.

11.   Add props to strengthen the visuals:

  • A cash icon for financial loss.
  • Star ratings for reputation.
  • A red X over a one-star rating to signal poor perception.

12.   Shorten draw time for small icons—3 seconds is usually too slow. Tweak this in the Timeline Duration settings.

13.   Extend scene hold time using Scene Settings, so content doesn’t swipe away too quickly.

14.   Change reveal style for imported graphics. Click the pencil icon, switch Reveal Mode to Fade, then hit Save & Return.

15.   Add camera movement by opening the Camera Zoom & Pan tool, clicking plus, and adjusting the zoom area to emphasize key visuals.

16.   Smooth the transition to the next scene by selecting Scene Settings > Exit Animation > Swipe Down.

That wraps up the first scene—clean, structured, and matched to your voiceover.

Building the Second Scene

Time to move into the policy part of the script. Here's how to build Scene 2:

1.   Insert a new scene. You can either click “+” in the Scenes panel or right-click the first scene and select Insert to drop it in right after.

2.   Reset the camera zoom. If you used a zoom-in on Scene 1, it’ll carry over. To fix it:

  • Open Camera Zoom & Pan
  • Hit the plus (+) icon
  • Move the playhead where you want the reset to start
  • Click the frame, then hit Unlock Start
  • Click Apply

3.   Add a new character. We used “Adam” pointing at a whiteboard to give the feel of a formal presentation.

4.   Find the whiteboard prop under the Props tab and place it behind the character.

5.   Add a title at the top of the whiteboard: “Updated Data Privacy Policy”

6.   Type the policy points directly on the board:

  • Securely encrypted
  • Stored and accessed only by authorized personnel
  • COMPLIANCE IS MANDATORY

7.   Adjust the animation pacing. Let the character draw in fairly quickly, then give the policy text a bit more time to appear so people can read each point comfortably.

8.   Double-check the layout. Make sure everything is spaced well, the font is readable, and nothing looks too cramped.

That’s it—Scene 2 should now clearly show your policy update in a way that’s easy to follow.

Building the Third Scene

Now we’re on to the action steps—what viewers actually need to do. Here’s how to build Scene 3:

1.   Create a new scene. Click the plus icon or insert it right after Scene 2.

2.   Go to the Props tab and search for these items:

  • Computer desktop
  • Flash drive
  • Phone mockup

These represent the tools your team uses every day, and they support the message about using company-approved devices.

3.   Adjust timing for each prop. Click the gear icon on each and set:

  • Delay = 0 seconds
  • Duration = 0 seconds

4.   Add your first text line:

  • “Always use company-approved devices”
  • Set draw time to 2.5 seconds

5.   Layer in the second message:

  • “Don’t share passwords”
  • Add a 2-second delay and a 1.5-second draw duration

6.   Add the third instruction:

  • “Report suspicious activity to the IT department immediately”
  • Set a 4-second delay and 4-second duration to give it proper emphasis

7.   Drop in your company logo. You can use a placeholder if needed. If it’s an imported graphic:

  • Click the pencil icon
  • Change Reveal Mode to Fade for a clean, fast appearance

8.   Add contact info under the logo or somewhere visible:

  • “IT Department: 550-1212”
  • Set draw duration to 3 seconds

9.   Extend the scene hold time. Open Scene Settings and add 7 seconds at the end so viewers can read everything without rushing.

And that’s your third and final scene—focused, clear, and action-oriented.
